RFP – Brownfield Assessment

The Southeastern Connecticut Council of Governments (SECOG) is seeking proposals from Qualified Environmental Professional (QEP) firms for three separate RFPs to support brownfield assessment and planning activities at various sites within the SECOG region. SECOG was awarded a Brownfields Assessment Coalition Grant by the U.S. Environmental Protection Agency (EPA) under the FY 2025 competition.

SECOG has issued three separate RFPs, each corresponding to one of the following Geographic Boundaries:

  1. Town of Sprague – Site-specific assessment at 130 Inland Rd, community engagement support
  2. Town of Windham – Site-specific reuse planning at 322B Main St and 11 Machine Shop Hill Rd, identification and prioritization of additional brownfield sites
  3. SECOG Region – Site-specific assessment and reuse planning in Preston, CT, identification and prioritization of additional brownfield sites

All proposals must be submitted by 4:00PM EST on Wednesday, November 26, 2025. Each RFP is independent and will be evaluated separately.

RFQ

The Southeastern Connecticut Council of Governments (SECOG) has closed the request for consultant qualification proposals for the Local Transportation Capital Improvement Program (LOTCIP) professional engineering services. The firm selected will perform services to include application development assistance and professional design reviews for member municipalities.
