Funding Opportunities

SECOG provides application assistance to municipalities using State or Federal funding sources for local transportation projects. SECOG staff work closely with local officials, engineering staff, and the Connecticut Department of Transportation (CT DOT) through all stages of project development.

Local Transportation Capital Improvement Program (LOTCIP)

Provides money to municipalities for transportation capital improvement projects. Eligible projects include reconstruction, pavement rehabilitation, sidewalks, and multi-use trails. All projects must be located on Federally eligible roadways (except for multi-use trails).

Transportation Rural Improvement Program (TRIP)

Funds municipal transportation improvements in rural municipalities. Eligible projects include roadway, signal, and bridge structural and safety improvements on a eligible roadways (minor rural collector road or greater). Additionally, on- and off-road bicycle facilities, sidewalks, and multi-use trails for pedestrian and cyclist accessibility are eligible anywhere within a rural boundary.

Transportation Alternatives Program (TAP)

The Transportation Alternatives Program (TAP) is designed to help expand transportation choices and enhance the transportation experience. Federal regulations define categories of eligible activities encompassing a variety of smaller-scale transportation projects such as pedestrian and bicycle facilities, recreational trails, safe routes to school projects, community improvements such as historic preservation and vegetation management, and environmental mitigation related to storm water and habitat connectivity.

Section 5310 – Enhanced Mobility of Seniors & Individuals with Disabilities

Section 5310 is a federal grant program that provides funding for projects that aim to enhance transportation for seniors and individuals with disabilities. Every year, SECOG works in collaboration with CTDOT to select projects for 5310 funding through a competitive application process that is open to nonprofit organizations, government authorities, and public transportation providers. These projects must aim to solve gaps in service that have been identified as part of LOCHSTP.

Active Transportation Microgrant Program

The Connecticut Department of Transportation (CTDOT) created the Active Transportation Microgrant to allow organizations such as municipalities, schools, and non-profits, the ability to apply for non-infrastructure related transportation funding. Eligible items include, but are not limited to, bikes, helmets and training classes. The funding is intended to improve safety, equity, accessibility, and sustainability amongst active and vulnerable road users. Organizations have an opportunity to apply for a $5,000 grant, which does not require a match from the organization. Funding is ongoing and will be made available until the $500,000 grant is expended.

Quarterly reports and applications are due to SECOG on the 20th of March, June, September, and December.

Community Connectivity Grant Program

Provides assistance for conducting Road Safety Audits of priority pedestrian and bicycle corridors and intersections, as well as funding for capital improvements that improve bicycle and pedestrian safety.

Congestion Management and Air Quality Improvement (CMAQ) Program

CMAQ is a federally funded program that funds a wide range of projects that addresses traffic congestion and air quality. Eligible projects include transit facility improvements, bicycle paths, and alternative-fuel vehicle purchases.

Senior and Disabled Transportation Municipal Grant Program

Also known as the “Municipal Grant Program”. Matching funds are available to all municipalities, or through coordinating agencies such as a transit district, to provide transportation services for senior and disabled persons.

Local Bridge Program

Complementary State and Federal programs provide funding to replace, remove, or reconstruct existing bridges that are structurally inadequate or functionally obsolete.
