Transportation Planning

The Southeastern Connecticut Council of Governments (SECOG) is a federally designated Metropolitan Planning Organization (MPO), and as such, receives Federal and State funds to coordinate transportation planning in its member municipalities. Prioritization of funds for transportation projects is made by the SECOG Board, with assistance from staff.

SECOG staff works closely with applicant municipalities and the Connecticut Department of Transportation (CTDOT) to shepherd transportation-project applications through numerous stages of development.

Public Involvement

SECOG’s mission and responsibilities under the law are to ensure that all transportation planning, policies, and programs are equitable. To that end, SECOG has adopted policies adherent to Title VI of the Civil Rights Act of 1964, Executive Order #12898 of 1994, and other relevant Statutes and Executive Orders, contained in SECOG’s Title VI and Limited English Proficiency (LEP) plan and process and Affirmative Action Program.

The Public Participation and Consultation Process is one that provides continuing opportunity for citizens and governmental agencies to express their views to be considered as part of transportation planning and decision-making. It also provides a safeguard for environmental justice concerns under Title VI of the Civil Rights Act of 1964.

Active Projects

This is a circular diagram about the Safe System Approach. On the circumference is a band with six safe system principles: Death and serious injuries are unacceptable, humans make mistakes, humans are vulnerable, responsibility is shared, safety is proactive, and redundancy is crucial. Inside this, the circle is divided into five sections with logos representing each section: Safer vehicles, safer speeds, safer roads, post-crash care, and safer people.
