The Regional Planning Commission (RPC) is composed of members of the Planning Commissions from each of the member municipalities of the Southeastern Connecticut Council of Governments. SECHA took the place of the Blue Ribbon Panel for Housing, which was formed following a 2002 study of housing needs in the region.
