RFP – SEAT Public Transit Study Consulting Services (New London COA)
The Southeastern Connecticut Council of Governments (SECOG) is seeking proposals from qualified transit planners or transit planning firms to support the analysis of the Southeast Area Transit District (SEAT) local transit service in New London, Connecticut. The selected individual or firm will assist SECOG in performing a study of existing service routes and Smart Ride microtransit service in New London, and estimate revenue and costs to enable the SEAT board to implement fare or service changes.
All proposals should be submitted by 3:30pm on June 5th, 2026. Questions regarding the RFP should be submitted by May 29th, 2026. RFQ – Transportation Engineering Services
The Southeastern Connecticut Council of Governments (SECOG) is seeking proposals for the services of an on-call transportation engineer or transportation planning and engineering firm to assist in the administration of SECOG’s transportation program. The selected individual or firm will assist SECOG with Planning (PL) funded tasks carried out in support of regional transportation planning within Southeastern Connecticut.

The Southeastern Connecticut Council of Governments (SECOG) is seeking proposals for the services of a transportation engineer or transportation planning and engineering firm to provide planning-level design for Eastern Shoreline Path facilities within Waterford, Connecticut. The selected individual or firm will assist SECOG with planning and preliminary engineering and estimation of Waterford sections of the Eastern Shoreline Path.

RFP – Brownfield Assessment
The Southeastern Connecticut Council of Governments (SECOG) is seeking proposals from Qualified Environmental Professional (QEP) firms for three separate RFPs to support brownfield assessment and planning activities at various sites within the SECOG region. SECOG was awarded a Brownfields Assessment Coalition Grant by the U.S. Environmental Protection Agency (EPA) under the FY 2025 competition.
SECOG has issued three separate RFPs, each corresponding to one of the following Geographic Boundaries:
- Town of Sprague – Site-specific assessment at 130 Inland Rd, community engagement support
- Town of Windham – Site-specific reuse planning at 322B Main St and 11 Machine Shop Hill Rd, identification and prioritization of additional brownfield sites
- SECOG Region – Site-specific assessment and reuse planning in Preston, CT, identification and prioritization of additional brownfield sites
All proposals must be submitted by 4:00PM EST on Wednesday, November 26, 2025. Each RFP is independent and will be evaluated separately.
